Dr. Cynthia Ragland graduated with a B.S. from Iowa State University and later with honors from Southern College of Optometry in 1998. She moved back to Marshalltown with her husband Craig to raise their family in Marshalltown and to practice optometry. The support of family has made it possible for Dr. Ragland to be a part of the 13th Street neighborhood revitalization.
She assembled a team of talented and qualified personnel to lead C Eye Care to become the best optometry practice in central Iowa!

C Eye Care offers two basic types of exams: the Vision Wellness Exam or the Medical Eye Encounter.
The Vision Wellness Exam is for a patient with no medical eye issues. It includes a refraction and is centered on finding the best spectacle prescription for a patient, ruling out any eye health issues. An annual vision wellness exam is covered by vision insurance and also is sometimes covered within a medical insurance plan. It is often paid as an out-of-pocket expense for patients without insurance coverage.
A Medical Eye Encounter is for the patient that has an eye or vision problem that is not simply solved with a pair of new glasses or a contact prescription. This type of visit could be for a healthy patient with itchy eyes, seasonal allergies, dry eyes, or increased glare. Also, patients with conditions like diabetes, glaucoma, and macular degeneration would fall into this category. Because of a medical issue, this exam takes a more in-depth approach to the complaint and includes patient education and/or a treatment plan.
A medical eye encounter can consist of a comprehensive eye exam or it may be a problem-oriented visit focused on only one specific area of the eye. All medical eye encounters are billable through a patient’s medical insurance plan.
